Sector Compact

The People 1st Train to Gain Sector Compact is an agreement between
People 1st and Government, that runs for 3 years, to increase the
participation of Train to Gain by Sector employers through:

  • Increased flexibilities in what Train to Gain can offer
  • Specific marketing and communication
  • Initial provision for publically-funded sector-specific customer
    service qualifications.


  • There is potentially £112m of funding provision to support targeted and
    priority qualifications in the HLTT Sector. Train to Gain is the means by
    which publically-funded work-based provision is branded. It is
    currently managed and funded by the LSC.

    People 1st has identified the following list of qualifications that are

    subject to funding flexibilities as they respond to the priority sector skill
    needs of chefs, management and leadership and customer services:

    Level 2 NVQ in Food Processing and Cooking

    Level 2 NVQ in Professional Cookery

    Level 3 NVQ in Professional Cookery

    Level 3 NVQ in Hospitality Supervision

    Award in Principles of Customer Service in HLTT

    Award in Supervision of Customer Service Performance in HLTT
